FIRST IMPRESSIONS
rosemary presents as a completely normal girl. standing at 5'7", with blonde hair tumbling past her shoulders, she can usually be found wearing a faded green coloured jacket - a momento of her father's, gifted to her by chris redfield. she dresses in regular clothes - jeans, trainers, and a t-shirt underneath. she doesn't seem like anything special when you first look at her - unless you happen to catch her using her powers.

at the beginning of the DLC, rose is shown to be plagued by self-loathing. aided by her unusual origins and the reactions of other children to her powers, rose cannot and refuses to accept who and what she is - and instead would do anything to try and change herself to become more "normal". her powers, rather than making her powerful, are a curse that she can't quite shake off, preventing her from living the normal life she longs for.
due to the fear other children show towards her, and the hatred that was shown towards her as a consequence of that fear, she's lonely and withdrawn; the only people she can really rely on are the adults in her life, even though they too seem to think that there's something wrong with her. that she doesn't quite fit in. it makes her resentful of the life that she has, and forces her to be guarded against others rather than embracing any opportunities for love or friendship she could have.
when she enters the stratums, rose is shown to be fearful of the situation she has found herself in despite her desperate desire to get rid of her powers. this forms itself as anxiety surrounding the situation, but her stubbornness outweighs the fear and forces her to carry on despite it all. rather than turning back or submitting to the hive mind, instead she investigates and persists, doing her best to make it to the end.
by the end of the game, and using her powers to help her father and defeat mother miranda, rose becomes fully accepting of her abilities - they gave her the chance to meet her father face to face, after all. she's confident, brave, resilient and independent, giving up her chance for a normal life to instead be able to help the world by joining chris's task force. her sense of self is solidified with her father's help, and no longer needs to be normal to be happy.
she's still, however, quick to anger despite everything - being called eveline is enough for her to threaten an agent, telling him that she would hurt him in ways that even chris isn't aware that she can do. so she's fully accepting of her powers, she knows that she is powerful, but rose refuses to put up with bullying anymore and instead will save herself - no one else will, after all.

abilities;
REGENERATION
rose is able to completely regenerate - after being taken apart as a baby by mother miranda, she was still able to reform and become whole again. how far this could be taken is unknown, but it does come along with some impressive self-healing as well.
TELEPORTATION part of rose's ability to dodge is short-ranged teleportation - it essentially counts as unforming and reforming herself into her normal form again, becoming small sparkles as she unforms.
TELEKINESIS? rose is shown to be able to stun others and destroy parts of the mold that she is made of, including harming other beings. it could be a form of telekinesis or something else, but isn't fully explained in the game.
SUMMONING while fighting mother miranda, rose could summon a fungal root for offensive purposes to attack her.
ABSORPTION while fighting mother miranda, rose was able to absorb her projectile attacks, which then became boosts for her own power.
